This part studies the sustainable development of municipal governments in China，the third component for evaluating the public service capability of municipal government. The study analyzes the capacity of sustainable development from three dimensions，administrative capability，decision-making capability and learning capability. An index evaluation system is established to measure and rank the governments’ capability of sustainable development，and the 19 cities have been chosen to be studied. Also，this part explains the ranking results，indicates the critical issues discovered from the analysis，and provides policy implications for promoting the sustainable development capability for the municipal governments in China.
