This part evaluates the 19 cities’ government capacity according to 11 public service provision indicators，including social welfare，compulsory education，employment assistance，medical services，public security，food safety，transportation logistics，environmental protection，culture leisure，housing quality and market environment. Based on the evaluation，the city of Hangzhou，Nanjing and Wuhan are ranked the best cities while Chengdu，Changchun and Chongqing are ranked the lowest cities. This part provides an in-depth analysis of the rankings and finds the issues of public service provision in these cities before recommendations are offered.
