An index system has been created to determine the degree of identification of demand for public services from municipal city governments. It includes information transparency，channel convenience；response effectiveness. According to the statistical results，the 19 cities governments studied can be divided into four categories. Guangzhou，Beijing，Shenyang，Hangzhou and Nanjing are ranked “excellent”，Shenzhen，Jinan，Ningbo，Dalian and Qingdao are ranked “good”，Xiamen，Xi’an，Changchun and Wuhan are ranked “general”，Harbin，Tianjin，Shanghai，Chengdu and Chongqing are ranked “poor”. Finally，the results of the analyses are summarized；the demand for services identification questions for each of the cities studied are listed according to the order of results；and，suggestions are proposed.
