In the year 2015，insisting and strengthening the key function of the city，Beijing focuses on the strategy of capital development，and has carried out all sorts of work in cultural development. This report focuses on the construction of national cultural center in the view of capital strategic orientation，generalizes the situations and trends of the conservation of historic city，construction of public service，development of cultural & creative industries and cultural communications，and compares the strength and weakness of comprehensive competitiveness and cultural strength of Beijing in the national system of cities，then analyses the problems of cultural development and proposes targeted suggestions in the background of making clear the capital strategic orientation and strengthening the central functions of Beijing as a capital city.
