Statistical analysis of 101cases reported by the media about dead pork into the market from 2009 to 2014 was conducted. At present，there are five basic characteristics of dead pork into the market. Based on broken windows theory and these five characteristics，explaining the operational logic of dead pork into the market，this paper conducts the typical case study. The paper finds that dead pork into the market is rising in the reality；concentration areas are pig producing area and economical developed area at this stage；the subject of crime is diverse；Cross-regional crimes will be intensified and may become the normal. Pursuit of profit by pig farmers and unordered of market，delinquency and malfeasance of regulators，the absence of dead pigs disposal policy are important factors that causing dead pork into the market. Perfecting policies，strict enforcement of law，undertaking responsibilities of local governments and establishing patterns of co-regulation，those have became the urgent matters.
