It is more difficult to resolve multiple social problems through traditional philanthropy，which is guided by single department. Modern philanthropy means crossing the borders of government，company and non-profit organization to realize the integration effect. The paper puts forward two kinds of support for cross-border cooperation in public welfare in order to promote the healthy and sustainable development of public welfare.
