With several influenza pandemic that mankind suffered hitting since the 21st century，the issue that how to strengthen the prevention of influenza and other infectious diseases and enhance emergency management capabilities of public health emergencies is being urgent attention of Governments contemporary issues. The paper holds H1N1 influenza prevention as a typical object of analysis，throught comparative study based text analysis of the prevention assessment report regarding to the World Health Organization（WHO），EU and mainland China，which would be finding the laws of prevention，cleareing our own insignificancy，making up rules，thus improving the emergency management capabilities of public health of infectious diseases prevention，while also providing reference for China’s new influenza prevention in the future.
