Tidal flat is public goods，which is important for human being. But the environment of tidal flat is deteriorating. Government should Be responsible for deteriorating environment of tidal flat because tidal flat is short of Stakeholders to protect. Government environmental law responsibility should include three respect：government environmental responsibility，government environmental administrative responsibility，government environmental criminal responsibility.
