The national ocean power is consist of the ocean hard power and the ocean soft power. Both of them are different from each other，while interrelated and interacted. Just because of the ocean hard power is the foundation of the ocean soft power，in order to enhance a nation’s ocean soft power，we need to use the ocean hard power in a flexible way，such as ocean economic strength，ocean scientific strength，ocean military power，and other ocean hard power resources. In the universal practice of constructing the maritime power，we should adhere to developing the ocean hard power，using the ocean hard power in a flexible way，and promoting the elements of ocean soft power into the actual influence and attraction. Only in this way，can we enhance China’s comprehensive power of ocean fundamentally.
