本文探讨分析养殖户兽药负面使用行为的影响因素及多层次的养殖户特征,旨在为提高政府监管的精准性,降低生猪质量的安全风险提供参考。本文基于中国江苏省阜宁县654户生猪养殖户的调查数据,运用多元有序Logistic模型对有兽药负面使用行为的养殖户的特征进行实证研究。研究发现,养殖户的兽药负面使用行为较为普遍,养殖户的基本特征、生产经营特征、认知特征及政府监管特征均不同程度地影响其兽药使用行为。进一步分析表明,养殖年限在10年及以上的小规模男性养殖户更倾向于采取中级层次的兽药负面使用行为;而中等规模养殖户则更倾向于采取高级层次的兽药负面使用行为;养殖户的受教育程度、对违禁兽药及相关法律法规的认知水平与中级和高级层次的兽药负面行为具有负相关关系。因此,养殖年限在10年及以上、受教育程度较低的中小规模男性养殖户,应该成为政府监管的主要对象。在提高养殖户自身科学素养的同时,应健全畜禽产品监管检测等公共社会化服务体系,防止问题猪肉流入市场。
<<The influencing factors affecting pig farmers to adopt negative behaviors of using veterinary drugs and characteristics of these farmers were analyzed to enhance the accuracy of governmental supervision over farmers’ negative behaviors and reduce safety risks of pig quality. Based on empirical investigation into 654 pig farmers in Funing County,Jiangsu Province,China,the study inspected farmers’ negative behaviors of using veterinary drugs in pig breeding,and analyzed characteristics of these farmers and different levels of their negative behaviors through the Multi-element Orderly Logistic model. Farmers’ negative behaviors of using veterinary drugs are rather common,and these negative behaviors are affected by farmers’ basic characteristics,production and operation characteristics,cognitive characteristics,and governmental supervision characteristics to different degrees. Further analysis on variable marginal effect shows that with other conditions remaining unchanged,male and small-scale farmers engaged in breeding for above 10 years are more likely to use veterinary drugs negatively at the medium level;medium-scale farmers are more likely to use veterinary drugs negatively at the high level;farmers’ educational background and awareness of forbidden veterinary drugs,relative laws and rules,and provisions punishment are in negative correlation with levels of these negative behaviors. Male,small and medium-scale,poorly-educated farmers engaged in breeding for above 10 years should become the major objects of governmental supervision. We should improve farmers’ scientific literacy and public social service systems such as animal product supervision and detection impose rigorous control over slaughter houses,to prevent defective pork from entering markets.
