通过对2005~2014年爆发的猪肉安全事件的分析发现,52%以上的风险为生猪养殖环节的化学性风险,与小规模生猪养殖户的化学投入品滥用行为密切相关。猪肉安全事件化学性风险的地域分布表明,江苏省处于中度风险区域。本文以江苏生猪主产区的364家小规模生猪养殖户为例,基于技术接受和使用统一理论,利用结构方程模型分析影响其对风险防范技术的使用态度的主要因素。研究发现,事件影响、绩效预期、努力预期、便利条件、养殖户特征均显著影响其对风险防范技术的使用态度,而事件影响和绩效期望的作用分列前两位。因此,在猪肉安全事件的冲击下,可以通过适时引导、适度支持小规模生猪养殖户主动参与风险防范技术的培训等形式,形成易学、易操作的小规模生猪养殖户化学性风险防范技术体系,推动养殖户、市场、政府共同参与食品安全治理。
<<Through the analysis of pork safety events in 2005-2014,results were found that more than 52% events were related to chemical risks of pig breed which resulted from small farmers’ abusing behavior of chemical products. The geographic distribution of pork safety incidents resulted from chemical risk also shows that Jiangsu province was a moderate risk area. We took 364 small scale pig farmers in Jiangsu province which the major pig producing areas as a case,based on Unified Theory of Acceptance and Use of Technology (UTAUT),Structural Equation Model (SEM) was used to analyze the main factor influencing small-scale farmers’ using attitude of chemical risk prevention technology. The study found that Events Impacting,Performance Expectations,Effort Expectations and Convenient Conditions,Farmers Characteristics were significantly affect their attitude to use risk prevention technology. The influencing degree of Events Impacting and Performance Expectations for small-scale farmers receive relevant risk prevention technology were the top two respectively. Therefore,under the impact of the pork safety incidents,promoting our country the small hog farmers that in the production source to accept the chemical risk prevention technology,small pig farmers should be timely guidance,modest support to actively participation in risk prevention technology training,to aggregate the easy to learn and easy to operate chemical technology system to prevent risks for the small pig farmers. It is important to form the pattern that farmers,market and government all in food safety governance.
