随着Web2。0时代的到来,新媒体成为慈善监督的重要方式,推动了慈善组织和慈善项目的透明化,提高了慈善监督的效率,促进了慈善事业法规政策的修订和出台。新媒体慈善监督存在感性化、情绪化和无序性现象,可能泄露个人信息,侵犯他人隐私,甚至损害他人的名誉,影响慈善事业的公信力。因此,要加强网络法制建设,制定新媒体监督的行为规范,培育公民权利和责任意识,指导新媒体把关人和广大网民加强自律,构建包括新媒体在内的慈善事业整体性监督体系,政府慈善主管部门、慈善组织要加强同广大网民对话和沟通。
<<With the development of Web 2.0,new media has become an important way to supervise charity in China. The transparency and efficiency of charity organizations and charity projects have been improved through supervision by new media. New Media is also a vital force to drive government to revise and enact charity regulations. However,charity supervision by new media is subject to appearing perceptual,emotional and disorderly. It is possible to disclose personal information,violate the privacy of others,and damage the reputation of others through new media. It is also possible to damage the credibility of charity by wrong information which has been spread by new media. Therefore,relevant laws and behavioral rules should be developed to provide standards and safeguards for charity supervision by new media. Citizens’ rights and responsibility consciousness should be cultivated too. It is necessary to guide gatekeepers and net users to strengthen self-discipline. It is also important to build comprehensive supervision systems which include new media. Finally,governments and charity organizations should communicate with other internet users.
