“Rights paradigm” and “Strategic paradigm” are the two sides of the public issue on “the study of housing owner’s rights”. “Rights paradigm” highlights the subjective consciousness of the owner while “Strategic paradigm” highlights the course of action. Though the two focus on different aspects，both of them emphasize the subjective initiative of actors. From the researchers’ point of view，who endorse “Rights paradigm” and “Strategic paradigm”，owners fight for rights，showing valuable civil wisdom and courage that signifies the transformation of traditional subjective consciousness to modern civic awareness of the housing owners，and becoming an important part of citizen growth and social production. Whether “Rights paradigm” or “Strategic paradigm”，they are suspected of too much praise on the actors “subjectivity”. And the treatment of meaning and value towards actions of housing owners maintaining their rights is too optimistic and romantic. Precisely because of the neglect on the role of “nation” played in the actions of housing owners maintaning their rights from the aspects of “Rights paradigm” and “Strategic paradigm”，those two are sinking into a crazy imagination about civil rights and civil society.
