According to the definition of the endogenously market-driven trade association by the academic community as well as related field research findings，the “finding the responsible government department” phenomena in operation of the endogenously market-driven trade associations are regarded as logic deviation behavior. The resource-reliance theoretical framework to some extent sheds light on the underlying cause and mechanism for the endogenously market-driven trade association’s logic deviation behavior. The logic deviation behavior of the Trade Association J reflects the inevitable organization predicament encountering Chinese endogenously market-driven trade associations. As there is nearly no tradition of association，social capital is insufficient and the government monopolizes resources，the endogenously market-driven trade associations established on a voluntary basis have very limited resources and means to maintain their collective actions. The association attempts to obtain resources essential to its growth by serving its members，but it fails to fulfill the aim since its services are not so appealing or incentive and its behavior is not deterrent enough. As the internal management of the association is ineffective，with the council members’ acquiescence，the secretariat has no other way out，but turns to the government for help，wishing to rely on the government and thus use the government’ authority and public resources as the only way for the organization to survive and develop.
