The unbalance between economic growth and social development is a serious problem of contemporary China. In order to achieve a better society construction，we need to learn the experience from other countries. Sweden has plentiful experience in social construction on how to achieve a high quality society. In this paper，we discuss the experience of Swedish social construction based on the analysis framework of social quality theory and from four dimensions of social and economic security，social cohesion，social inclusion and social empowerment. On this basis，the enlightenment and reference can be provided for our current social construction.
