Strict institutions should be established in order to solve the severe heavy metal pollutions. However，valid regulations must response to the special characteristics of this type of pollution，which include the multi sources，uncertain pathways and irreversible damages. Thus，to protect the human beings health should be the first aim of the regulation，based on this aim，risk management system and the most strict regulate mechanisms should be established，information disclosure and public participation should be strengthened as well.
