城市居民最低生活保障制度（以下简称“城市低保制度”）是我国社会保障体系的重要组成部分，对维护整个社会和谐稳定、保障城市居民基本生存权起到了举足轻重的作用。在“城市低保制度”实施的过程中，城市居民最低生活保障对象是其直接受益者和落脚点，因此对其进行研究和探索是完善我国“城市低保制度”的一个重要途径，特别是纵向研究其动态变化情况更能间接地反映出我国经济社会的发展脉络以及“城市低保制度”的总体运行效果和存在的问题，对推进“城市低保制度”的进一步发展意义重大。
<<The subsistence allowances for urban resident one of the most important part of social security system of our country which also plays an eventful role in the social stability and the basic living. Minimum standard of living of urban residents could be the direct beneficiaries and foothold in the progress of the subsistence allowances for urban resident. It is a way of great value to carry out a research that could modify the subsistence allowances for urban resident. Especially the longitudinal study of its dynamic changes can indirectly reflect the development of our country’s social and economic，as well as the operating result and problems of the subsistence allowances for urban resident.
