Content is the key to measure media performance, which is also the most important factor for the society to measure the media, especially for the audience and political powers. As a small society, Macau has quite a lot of media which are believed that the practice level is not so professional although they are under high competition. Anyway, the empirical evidences are few to support or refuse such kind of judgment. This study aims to find some empirical evidence to measure the media performance in Macau. Using the content analysis, we study the major news reports in the past 12months (11/2010-10/2011) on the biggest media in Macau, i.e., Macau Daily. The results show that the media in Macau act mainly as the tongue of the government rather than a surveillance actor.
