Macau SAR government has launched serial reforms in public administration after the handover in 1999, such as Citizen Service, Staff Management, Process Optimization, and Institutional Innovation. The new SAR government after 2009 focused more on Scientific Policy Making and Sunshine Government. There are still some problems in public administration, such as Policy Research and Consultation, Property Declaration of Certain People, and the Internal Management and Coordination of Government (including the Centralized Recruitment and Management of Civil Servant, the Promotion and Appointment of staff, the Executive Ability, the Pay Review Mechanism, the Evaluation System, and the Rapid Growth of Civil Servant, etc.) This paper summarized the achievement of the reform, and also pointed out the problems and proposed some suggestions. <<
