In accordance with its livelihood-based principle, the third-term MSAR government seeks to implement policies that can improve people's livelihood and has developed corresponding policy directions upon listening to public opinion. It has established, maintained or launched a range of social welfare policies, including special policies aimed at assisting disadvantaged groups, the Wealth Partaking Scheme that benefits the general public, tax exemption and subsidies, as well as housing, educational, medical and pension security, etc. Although these livelihood-oriented welfare policies have generally received good social effects, they still need to be improved with the objective of establishing a sustainable social security system.
