Li Hongzhang was an important figure in politics of the late Qing Dynasty. He played an important role in domestic and foreign policy in Qing government. As an official with immense power as well as a main decision-maker and executor in diplomacy of the late Qing Dynasty，he always held the core status in Sino-Russian diplomacy in the second half of the nineteenth Century. His United-Russian policy and its ultimate failure，has produced profound influence on Sino-Russian relations and modern Chinese history development.
