The development of Chinese society has seen several state and social transitions, each resulting in a new system of social construction. The founding of the People’s Republic of China by the Communist Party of China (CPC) in 1949 shaped the social construction system with the Party organization as its core, reflected as an organizationalized society. Following China’s reform and opening up,Chinese society has begun to shift from a society of planned economy to market economy. From this has arisen a new system of social construction, one that has re-organization of individualized society as the core, namely a system of social construction of social organizationalization. It has contributed to the vigorous development of NGOs. Hence,in present day China, the relationship between the CPC and the NGOs is in appearance the relationship between a political party and social organizations, reflected as state-society relationship, whereas it is in fact a relationship between two social construction systems in Chinese society. Behind it,it reflects a change in the logic of nation-building and the political party’s self adaption and development in the course of this change. This article aims to capture the CPC - NGO relationship from this perspective.
