生态建设是人类理性参与生态保护与建设的过程，人类作为生态系统的最高等级要素，不仅是生态建设的对象、生态建设的主体，还是监督主体。本文从监督视角入手，以四川生态建设为例，分析谁来监督、监督什么、如何监督，以求活化生态建设的管理运行机制，提高生态建设有效性。
<<Ecological construction is a participatory process with people’s rationales who are not only the target but also the implementation and supervision main body. With the angle of supervision and employing cases incurred in Sichuan’s ecological construction，this article analyzes who，what and how to supervise for improving institutions and enhancing the efficiency of the province’s ecological construction.
