“国以人兴，政以才治”，网络安全人才数量的多少关系网络安全建设水平的高低和保障能力的强弱，关系国家的安全和发展是否有保障。国家网络安全保障体系建设离不开网络安全人才的教育培训工作，因此要走“人才强网”之路，将我国从网络大国建设成为网络强国。与此同时，包括中国在内的世界主要国家持续开展网络安全意识教育与宣传活动，并将网络安全意识教育作为提升国家网络安全防护能力的基础，旨在通过提升公众网络完全知识和技能，促进公众网络安全意识的觉醒，降低公众遭受网络安全风险的概率。

Talents’ quantity，quality and structure are related to the level of cyber security construction，safeguard ability，national security and development. Education and training of the cyber security talents is the basis for building national safeguard ability. It is time to pay attention to cyber security talents and strengthen the cyberspace. In addition，countries in the world continue to carry out the cyber security awareness education and publicity activities. The cyber security awareness education has been the basis for enhancing the capacity of national cyber security protection. It is aimed to promote public’s cyber security awareness and reducing the probability of public cyber security risks by improving the public’s cyber security knowledge and skills.
