自2007年实行公共交通低票价政策以来,北京城区公共交通出行比例有了很大提高,交通拥堵现象得到进一步缓解。随着北京市公共交通需求逐年增长,低票价制度导致财政补贴逐年增加,加重了北京市的财政负担。同时,高额财政补贴带来的低票价扭曲了人们的出行行为,带来了一定的安全隐患。所以,应从多方面改善北京公共交通财政补贴形式和方式。
<<Ever since 2007 when the policy of low fare was introduced in Beijing’s public transport system,the trip rate of public transport has risen and congestion has effectively relieved. As the public transport demand in Beijing has been growing year by year,the yearly increasing financial subsidiaries resulting from low fare system have generated more pressure on the local financial burden,meanwhile,the low fare system derived from high subsidies distorts people’s travel behavior and brings some security problems. So,it is necessary for Beijing to improve financial subsidies for its public transport in many aspects.
