教育公平历来是教育改革的一个焦点问题,在某种意义上教育公平还是社会公平的体现,成为全社会关注的焦点。2015年,北京市秉持“大力推进教育公平”理念,对义务教育阶段的入学办法和办学方式进行了全面深入改革,对优质义务教育资源的布局做了进一步调整,采取“小升初”对口直升等五大措施,在推进义务教育均衡发展方面取得显著成效。与此同时,本轮改革还面临一些新的问题,如怎样科学合理地划分学区、集团化办学能否真正实现“1+1>2”,等等。
<<Based on the concept of “promoting education equity”,Beijing is carrying out comprehensive reform on the admission policies and school-running plans of the compulsory education. The layout for education resources of high quality is being readjusted. Five measurements,including the direct admission policy from elementary to junior high school,was put forward,which have been proved effective in promoting balanced development of compulsory education resources. At the meanwhile,this round of reform is also facing some new challenges and issues,such as how to divide school districts scientifically,whether education collectivization can actually achieve “1+1>2”,etc. By practicing a series of reform,Beijing is striving for the construction of primary and secondary schools with balanced,diverse and distinctive features,where every students can find education suitable for themselves,and achieve comprehensive personal development with individuality.
