In this paper，it is based on statistical data and survey data of the second generation of Henan urban low-income groups are described and analysis of present situation，the reasons for poverty，and puts forward to solve the problem of the second generation of urban low-income groups，Henan poverty countermeasures and Suggestions. According to the article，the second generation of urban low-income groups face poverty，poor production and its generation is closely related to the poor，and since the government lack of poverty alleviation policy for the second generation of urban low-income groups makes it hard for them out of poverty. Therefore，to solve the problem of urban poor second generation of the low-income group，on the one hand to take steps to prevent intergenerational transmission of poverty，on the other hand to develop and implement urban poverty alleviation policy to help them out of poverty of the low-income groups.
