Government-purchasing-service has become an important means of government changing functions and constructing service oriented government. Henan Province based on the situation in the province，has made some achieve-ments in the practice of government purchase service，but there are still somequestions，such as backward system specification，service supply lags，budget management being unable to keep pace with local practice，service standards for the purchase and purchasing process lack of standardized and feasible basis，government purchase service performance evaluation mechanism is not perfect and so on. As a result，we need to establish and perfect the social service procurement catalog，cultivate the social forces，improve the budget management system，strengthen cooperation of departments，perfect purchasing process，pay attention to the dynamic management，reform the existing examination system and solve the performance evaluation system.
