政府购买服务已成为目前转变职能、构建服务型政府的重要手段。河南省立足省情,在探索政府购买服务的实践中取得了一定成绩,但还存在制度规范落后、服务供给滞后、预算管理跟不上地方实践、服务购买标准和采购流程缺乏规范可行的依据、政府购买服务绩效考核机制不完善等问题,需要从制度层面建立和完善社会服务的采购目录,并培育社会力量、健全预算管理制度、加强部门合作、完善购买流程、重视动态管理、改革现有考核制度、健全绩效评价制度等。
<<Government-purchasing-service has become an important means of government changing functions and constructing service oriented government. Henan Province based on the situation in the province,has made some achieve-ments in the practice of government purchase service,but there are still somequestions,such as backward system specification,service supply lags,budget management being unable to keep pace with local practice,service standards for the purchase and purchasing process lack of standardized and feasible basis,government purchase service performance evaluation mechanism is not perfect and so on. As a result,we need to establish and perfect the social service procurement catalog,cultivate the social forces,improve the budget management system,strengthen cooperation of departments,perfect purchasing process,pay attention to the dynamic management,reform the existing examination system and solve the performance evaluation system.
