Expending the health section is quite important in the new round of reforming the medical and health system and an important action in promoting the rapid development of medical and health services and offsetting the lack of government’s input. In recent years，the Party Committee and Government of Henan Province have been insisting on the basic provincial policy of opening up，and been promoting the reform and development by way of opening up the health section，which results in impressive performances in accelerating the formation of multiple hospital-operating patterns and the formation of hospital-operating system with multiple investors and investment methods，guaranteeing the requirements of people for health and medical services of multilevel and diversification. However，the opening-up level of health section in Henan Province is relatively low，so is the opening-up degree and efficiency in public hospitals. The proportion of input in social health is not high and the quality of civilian-run medical institutions is worrying. The 13th Five-year Plan should be treated as an opportunity for the top-level design. The opening-up degree of public hospital to social capital should be increased and the social capital should also be encouraged to be engaged in the reform and reconstruction of public hospitals. The civilian-run medical institutions should be induced for differential development and for their own special characteristics based on the basic conditions of Henan Province. Cooperation between different departments and accountability should be enhanced to further implement relevant policies of boosting the opening-up in the health sector.
