In 2015，Henan sped up in building public cultural services and the development trend of cultural undertakings were so good that cultural events at different levels came one after another，literature and artistic works were produced frequently and cultural exchanges with foreign countries were more active than ever. While in the progress，there still exposed some problems as follows which needed solving as quickly as possible：the total fund for public culture was not enough，public cultural service quality was not as good as expected and there were not enough measures helping social forces to contribute to the public cultural construction. For these problems，we should take various measures instead of being tied to one，thus can we accelerate the construction of public cultural service systems，provide public cultural services in a standard and equitable way，consolidate and expand public cultural services and further improve public cultural service quality and efficiency.
