中国“保障房”建设,是构筑“中国梦”的重要内容,应把其上升到国家战略的高度来看待。基于这一高度,本文把中国保障房建设同美国在构建理念、征信体系、法理基础,直至国家战略上进行比较。笔者认为,在保障房市场化道路上中国应在立足国情的基础上,一方面比较美国,引以为戒;另一方面参考借鉴德国在货币政策上的经验,同时结合中国当下面临的国内外经济政治环境,给出中国保障房建设的应对策略与创新思路,即应当以中国的货币主权为底线,坚持“财政为主、结构宽松、货币稳健”的供给侧应对策略,并毫不迟疑地大力发展社会征信体系基础上的保障房金融创新。
<<China “affordable housing” construction,is an important part to build a “Chinese Dream”,its status can rise to the height of the national strategy. Based on this height,this paper of the Chinese housing construction is compared with the United States,including the idea of building affordable housing,credit system,legal basis,until the comparison of national strategies. The authors believe that on the “affordable housing” market-oriented way,China should be based on the national conditions. Comparing with the American affordable housing on one hand,on the other hand for reference to the German experience in monetary policy.
At the same time,combined with China’s domestic and international economic and political environment,given China’s affordable housing building coping strategies and innovative ideas that China should hold monetary sovereignty to the bottom line,adhere to the “financial-based,loose structure,monetary stability”,meanwhile develop financial innovation on the basis of the social credit system without any hesitation.
