随着工业化、城镇化的推进,水土资源数量与质量受到的压力越来越大,从而对农业绿色转型发展构成了双重约束。实现农业的绿色转型发展,确保农产品质量安全除了克服优质水土资源短缺问题之外,还要克服农业生产主体目标与国家目标不一致以及农产品生产标准化体系不规范等一系列问题。但以农产品质量安全作为基本目标、水土资源保护作为重要内容、一二三产业融合作为途径及生态补偿政策作为支撑的农业绿色转型发展必将成为趋势。为此,应将农业绿色转型发展提升为国家战略,并以严格的制度对农业生产资料企业以及农业生产主体的生产行为进行规范,同时,还应建立农业生产技术的生态风险评估机制以及农产品生产链条监管的长效机制。
<<The development of industrialization and urbanization has led to mounting pressures on water and soil resources both in a quantitative and qualitative way. This constitutes double restrictions on a green transformation of agriculture. To realize the green transformation of agriculture and ensure the quality safety of agricultural products,there is a need to overcome not only the problem of a shortage of soil and water resources,but also a series of other problems,such as a mismatch between the goals of agricultural producers and those of the nation,and inadequate standardization of agricultural production. The green transformation of agriculture will become an inevitable trend,with food safety and quality assurance as the basic goal,soil and water resources protection as an important component,the industrial integration as an approach,and ecological compensation policies as institutional support. During the course of its development,the green transformation of agriculture should be regarded as a national strategy. There is a need to strictly regulate the production behaviors of enterprises and agricultural producers. Meanwhile,it is important to establish ecological risk assessment methods concerning agricultural technology,and long-term,effective supervision mechanisms for agricultural production chains.
