在日本,国家公园是其自然公园体系中级别最高的一类,是对代表性自然风景资源进行严格保护和合理利用的地区,由环境省指定和管理。日本国家公园主要特征有地域制管理、风景资源的整体性保护、丰富的自然体验活动三方面。国家公园实行分区规划和事业规划,并通过实施一系列针对自然的保护措施和针对利用的限制措施,完成国家公园保护和游憩的双重任务。国家公园是在保护自然生态系统和文化资源的同时,为公众提供公益、平等的休闲游憩机会的重要场所。在国家公园体制落实过程中,应重视当地社区的有效参与及生态旅游的长效发展。
