Most countries have established mature natural ecological protected system as well as national park system. The existing management problems of protected areas in China such as disordered system，overlapping have resulted in an inharmonious relationship between protection and development objectives. Therefore establishing national park and relevant management system is one of the important measurements under a context of building ecological civilization system. Based on exploring the significance and condition of establishing national park in China，this article clarified the goals and principles of national park. It proposed 6 measurements on legal system，management system，input mechanism，policy，planning，construction standards，supervision and management. Besides，the establishing pathways of carrying out pilot project and designing the top management system；integrating natural protected areas and improving management mechanisms；perfecting the laws and regulations and strengthening supervision and management were suggested.
