In the context of China’s new normal，comprehensive reform and the transference from economic factors reform to economic fields reform create strong impetus for China’s development. One of the breakthrough points of China’s reform and development can be found in tourism field. However，a lot of deep-rooted problems are exposed in this field，and it is of great necessity and importance to examine China’s tourism development with the idea of reform and to carry out the second revolution in China’s tourism field. At the national level，an integrated overall framework of tourism reform needs to be built in five dimensions，namely system，mechanism，market，space and industry. Besides，in order to further emancipate and develop the productive forces of tourism，emphasis should be put on the reform and innovation in tourism management system，immigration policy，new tourism industries management，vacation system，tourism factors safeguard mechanism and tourism development and operation mechanism.
