The construction of the integration of urban and rural development reform relates to the urban-rural dual structure abolished and the new agriculture, industry and the relationship between urban and rural areas, involving many interests relationship adjustment. In the process of reform, various contradictions and disputes will inevitably occur, and many disputes will enter the proceedings. People's court to judicial activism, active use of trial functions, timely, impartial, properly handling relevant cases the good integration of urban and rural reform and security involves the rights and interests of farmers, but also relates to the maintenance of transaction security, to comprehensively push forward the reform of integration of urban and rural development has important significance. In this paper, Deqing County Province, Zhejiang Province as a sample, to explore the integration of urban and rural reform related legal issues. First of Deqing integration of urban and rural reform promote the situation and the existing problems are analyzed, including rural housing in the county within the scope of transfer, rural collective construction land into the city transfer, rural land (forest) of the right to the contracted management of circulation and rural collective economic equity transfer; secondly the integration of urban and rural reform in rural housing transfer, mortgage of the right to the contracted management of land, the collective management of construction land in city circulation facing legal obstacles to explore; finally, respectively, from the aspect of government and judicial proposed the integration of urban and rural reform pilot related countermeasures and suggestions. <<
