The Chinese society enters the system construction as the core of the comprehensive deepening reform, comprehensively promote the rule of law has become the focus and difficulty of the next step of reform. This paper firstly points out that comprehensively promote the base and the difficulty of the rule of law in the rural grass-roots level, and then on the autonomy of villagers in China encounter causes of the plight of the rule of law analysis, then puts forward the basic law governance of local innovation and the path, including the renewal of concept, system leather, democratic procedure three aspects. Finally, the paper discusses the revised pacts as the starting point, and effectively promote rural grassroots construction of rule of law.
