The rule of law is the basic part of the rule of law in China. Nowadays, it is generally faced with the tension between the limited government and the transformation society, the small grass roots and the heavy burden, the fragmentation and integration. As the rule of "experimental field" of the Yuhang District of Hangzhou city in the face of difficulties, follow the top-level design, through innovative initiatives of intelligent decision office system, social service system and people's livelihood wisdom city management system, the "big data" and "Internet plus" the application results of depth into the grassroots governance, the full integration of resources in government departments multi point sharing, relevant data and information, so that the closed loop of government grass-roots governance has gradually changed from fragmentation to open loop collaborative. Yuhang practice shows that the combination of new technology and innovation and the rule of law is beneficial not only to alleviate the problem of grassroots governance, but also forced grassroots legal transformation, to promote the governance structure of the flat, out of a high-tech, grounding, respect for public opinion of the primary rule of law in the new path. This paper discusses the basic law of Yuhang District three faces of tensions, modern information initiatives in order: the "big data" and "Internet plus" innovation, innovative initiatives to promote Yuhang information, to promote Yuhang grassroots legal experience of grassroots governance under the rule of law to innovative technology, in order to provide reference for other regional grassroots legal construction. <<
