This paper，through document analysis，attempts to describe the framework and pathways of higher education in Germany from the international，national and institutional levels. On the international level，indicators recommended by OECD，UNESCO，and EU are considered important and relevant. On the national level，internationalization policies adopted by the Federal Ministry of Education and Research and the Foreign Office are deemed mostly relevant. On the institutional level，universities are promoting English as the primary official language in both teaching and research. Universities are also adopting more international exchange programs. These experiences are worth studying and learning.
