Singapore has entered a new stage of development in recent years. The development focuses on ‘Innovation Driven Production’ and ‘High Quality Life’. In order to achieve high quality growth and maintain the rising living standards，Singapore government has from 2013 to 2014 promoted economic restructuring work，with the key to make up for the service and construction gap. This paper described in detail the measures on promoting healthy life，enhancing social cohesion implementation，building better public living environment，in order to provide experience to the developed area of China.
