Water saving agriculture is to high efficient water use is one of the characteristics of agricultural type, according to water requirements planning, construction, management and development of agriculture is breakthrough of the natural resources and environment constraints and an effective way to achieve agricultural sustainable development, the inevitable choice. At first, this paper analyzes the main problems existed in the development situation of water saving agriculture in Jilin Province and the development of water-saving agriculture policy, and points out that the agricultural water-saving showing a promotion continues to expand the scale and level of development, but because it is in the initial stage, there are still lack of overall planning and coordination and policy resources close enough, the promotion of operation and management mechanism is not perfect, the input is a single source; and then put forward the perfect supervision of incentive mechanism of responsibility, increase capital investment, build the investment subject pluralism, accelerate the innovation of rural land management, improve the development of water-saving agriculture in long-term operation mechanism countermeasures and suggestions, in order to promote the healthy and sustained development of water saving agriculture. <<
