The grassroots level public cultural service is the foundation of building public cultural service system. It directly linked the masses and reflects the cultural needs of common people. Based on the investigation of experimental bases，this article analyzed the existing problems in grassroots level public cultural service. Taking the pragmatic cases of cultural facilities construction in plains，mountains and grassroots areas，we discuss the basic idea of how to conduct public cultural resources integration and service innovation in grassroots public cultural institutions.
