After the free opening，the public libraries in our country are facing growing and diversified public demands. Under the existing cultural administration system，the problem of unbalanced development and conflict between resources scarcity and expanding demand in public libraries become increasingly acute. Taking the investigation results of the 14 public cultural experiment bases as examples，this paper illustrates the current development situation of public libraries，reveals the problems in development，and with the method of empirical research method and in accordance with the policy demands，this paper proposes corresponding countermeasures and suggestion.
