Based on a comparative research of the author on international experiences in constructing integrated social and health care system for the elderly,this article underlines the main differences between the EU countries and the United States regarding their construction models as well as the universal policy foundation and care philosophies currently shared among them,thus providing a comprehensive and critical perspective for Chinese researches and practitioners in this field to appropriately take these experiences as references. As a revelation to China,it is stressed that the construction of elderly service and care facilities must be directed towards an intensive,meticulous and innovative executive mechanism in order to eliminate the problems in current mind-set and initial practice,and better cope with the social conditions and demands for elderly care in China. Correspondingly,a series of strategic suggestions to preferentially promote build quality and effectiveness is proposed in a hierarchy from general planning to detailed design.
