In the background of the Yangtze River Delta regional integration，regional environmental cooperation is particularly important. The current framework of the Yangtze River Delta regional environmental cooperation has been initially established，and for the management of air pollution target，and achieved remarkable results. Through study for the regional environment in Tokyo，we analysis the relationship between environment strategies and regional development，in which we have acquired some the useful experience. Combined with Shanghai and the Yangtze River Delta，we propose that regional environment cooperation and urban environment strategies mutually reinforcing；clean energy strategy is the core of regional environmental cooperation；regional environment cooperation should be combined with regional planning；major event is an excellent opportunity for the city and the regional environmental problem solving；low-carbon urban construction to solve traditional environmental problems.
