根据联合国环境规划署(UNEP)的定义,本文研究的工业园区包含我国现有各类工业园区、开发区、产业基地、工业地块等规划概念。随着我国工业化、城镇化的快速推进,工业企业呈现明显的集聚态势,各类工业园区已经成为我国工业经济发展的重要引擎。太湖流域两省一市大约集聚了近2000家各级别的工业园区,这些园区创造的工业总产值占两省一市工业总产值比重的60%以上,年废水排放量超过25亿吨,对流域水环境的影响巨大。同时,流域大量的工业园区由于管理体制较为混乱、绩效考核与管理体系尚未建立起来、园区环境管理机构及监管力量不足,导致部分工业园区存在较大的环境风险。本文拟以流域工业园区水环境绩效评价为抓手,构建能够科学、全面反映流域工业园区水资源使用与水环境保护状况的水环境绩效评价指标体系。同时,为了确保水环境绩效评价工作的开展,提高工业园区水环境绩效,本文提出了一些关键管理制度层面的改进建议,包括落实园区管理机构水环境保护的主体责任、污染物总量减排目标落实到工业园区、以流域控制原则设置园区水环境目标,同时建立健全流域工业园区环境统计制度。
<<Based on definition of United Nations Environment Programme(UNEP),industrial parks in this thesis include all kinds of industrial parks,development areas,industrial bases,industrial lands and so on in our country. With the rapid advance of industrialization and urbanization in China,Industries and enterprises show obvious agglomeration trend,various types of industrial parks have become important engines for the development of industrial economy in China. Jiangsu province,Zhejiang province and Shanghai city in Taihu Basin approximately gathered nearly 2000 various levels of industrial parks,which account for more than 60% of their industrial output value. Meanwhile,annual wastewater discharge exceeds 2.5 billion tons,which makes tremendous impact on water environment in this river basin. What’s more,a large number of industrial parks in this river basin have confused management systems. Performance appraisal and management system has not been established. They are short of park environmental management agencies and regulatory power. Therefore,some industrial parks have a large environmental risk. This thesis takes water environmental performance evaluation of industrial parks as the starting point with a view to establishing water environment performance evaluation index system that can scientifically and comprehensively reflect the water resources use and water environment protection in industrial parks of this river basin. In the end,in order to ensure the water environment performance evaluation and improve the industrial park water environment performance,this thesis puts forward some suggestions for improving key management systems. We should implement main responsibility of water environment protection of the park management agency. We should make industrial parks conduct total pollutant emission reduction targets. We should set up water environment target in industrial parks according to basin control principles. We should establish a sound environmental statistical system for industrial parks in the basin.
