长三角地区面临的环境保护形势比较复杂和严峻,大气复合污染、流域水污染等成为区域共同面对的问题,因此,区域环境协同治理成为近年来长三角地区间合作的重要内容之一。为了客观评价长三角各地区环保协同发展水平及趋势,本报告构建了区域环境保护协同发展评价体系,评价结果表明:长三角地区环境保护水平都在不断地朝有序化方向发展,其中,上海市环境保护有序度改善幅度最大。研究期内长三角三省一市之间环境保护总体上处于协同演进状态,但各个地区环境保护协同度数值均较小,各地区环境保护协同发展水平还较低,长三角环境保护协同关系还需要采取有效措施加以强化。当前,长三角环境保护协同发展仍面临着行政壁垒、经济社会发展及环境污染的区域差异较大、环保社会参与能力不均衡等制约因素。因此,长三角环境保护协同发展水平的进一步提升,首先需要做好区域环保合作的顶层设计,环保目标的设定需要考虑各地区发展的阶段差异,从小尺度空间进行突破,以点带面形成区域一体化格局;同时,需要统一区域环境监测网络,实现环保信息的共享。
<<The environmental protection of Yangtze River Delta is facing a complicated and grim situation,atmospheric compound pollution and water pollution have become common problems faced by the region. Thus,the regional environmental co-governance became an important part of environmental protection of Yangtze River Delta in recent years. In order to evaluate the levels and trends of the environmental co-governance in Yangtze River Delta,an ordering degree of regional environmental protection subsystem model and a synergistic degree of complex system model are constructed. The evaluation results showed that:the environmental protection of Yangtze River Delta is constantly towards the direction of development in an orderly,and the ordering degree of Shanghai improved significantly. In study period,environmental protection of Yangtze River Delta regions showed a co-evolution state,but the synergy degree is small,the level of the environmental co-governance in Yangtze River Delta is still relatively low. However,the coordinated development of environmental protection in Yangtze River Delta still face many constraints,such as administrative barriers,regional differences in economic development and imbalance of social participating environment protection. Therefore,promotion of the level of the environmental co-governance in Yangtze River Delta depends on the following points:Firstly,enhancing the top-level design of regional environmental cooperation,considering the differences of regional development in environmental objectives setting,making use of the experience of selected units to promote work in the entire area,and then sharing of environmental protection information through a unified regional environmental monitoring network.
