从福利企业残障员工在工作场所遭遇的权利困境可窥见,影响他们工作权实现的主要障碍在于支持性服务体系的缺乏。通过对残障员工工作意愿与需要的调查,本文展示了他们对于工作场所社会服务的需要与相关服务的提供状况,研究探讨了何种就业服务模式能够满足残障者充分实现工作权的需要。本文认为,应该超越“集中就业”概念的藩篱,打破只关注税收优惠政策的单一思维,为残障者建构一套更具支持性的就业保障服务体系。
<<Lack of supporting services at workplace is the main reason for the inappropriate realization of rights of employees with disabilities.Based on questionnaire survey and interviews,this paper investigates and analyzes the reality and needs of employees with disabilities in regard to supporting services at workplace,and tries to explore a feasible mode that can guarantee full realization of rights of employees with disabilities,a mode that requires governmental support and policy intervention.
