Special education and sexual assault are two sensitive and complex fields of research.This paper discusses the mass sexual assault incident in a special education school in Taiwan，which has been a highly controversial social issue and in need of public attention.Taking several cases as example，this paper uses the “action situation” framework to analyze each actor’s actions in a special education action situation and tries to investigate the actors’ strategies and rationales in order to draw some common ablities for similar cases.
