西部贫困地区彝族残障儿童享有平等受教育的权利,有利于加强社会融合和贯彻社会公平正义的理念。而上述儿童无法平等享有受教育权的主要原因不仅包括教育经费投入严重不足、教育人才队伍建设极为贫乏、残障儿童受教育相关法律体系不完善等客观性因素,还包括当地残障儿童的父母观念滞后、残障儿童普遍自卑等主观性要素。要解决这一问题,需要加大对西部贫困彝族地区教育经费的投入,贯彻对于西部贫困少数民族地区的扶持政策,加强特殊教育人才队伍建设。
<<As a disadvantaged group,Yi minority children with disabilities in poor areas of western China face great challenges in accessing education,which is not conducive to the realization of social integration and social justice.It is found that the main objective reasons include serious shortage of financial support,lack of professionals and imperfect legal system,while the subjective factors include lack of rights awareness among parents of the Yi children with disabilities and the children’s sense of inferiority.It is suggested that to improve the situation,government should increase the funds allocated to special education in western poor areas,further carry out the preferential policies in minority areas and cultivate more trained professionals in the field of special education in minority areas.
